Panorama of territorial governance as a whole: Learn together to manage and transform a complex system
Pierre Calame, August 2016
Centre National de la Fonction Publique Territoriale (CNFPT)
For this session, we are going to change gears completely, and talk about tools and methods. As we have seen throughout the course, one major challenge in territorial governance, on both the intellectual and institutional levels, is managing complexity, i.e. relationships amongst issues: on the intellectual level, by being able to navigate between reflection and action, and between the various fields of governance; on the institutional level, by overcoming ‘silo’ politics, which is often based on organisational charts. In response to this challenge, Pierre Calame presents a tool–a relational atlas–which, as its name indicates, helps identify and visualise the very numerous relationships that should bring territories wealth.
