The financing of the energy transition covers a multitude of subjects ranging from energy taxation to the economic impact of climate action, including support measures for households. Here are 5 resources to better understand these issues and build a fair and sustainable world in France and Europe.

1 - The ecological transition in Europe: staying the course

According to a policy brief from OFCE – the French economic observatory (Sciences Po), the ecological transition in Europe has reached a critical crossroads: its success will depend on the ability of national governments and EU institutions to work together to reach agreements that, without penalising the population, will allow us to stay on the course set out by the Green Deal.

2 - The role of energy taxation in French energy and climate policy

In this report, the French Court of Auditors has sought to identify the specific role of energy taxation in environmental issues. Energy taxation has a significant impact on the level of consumption as well as on the price of energy products.

3 – The distributive impact of household support measures in the face of rising energy prices

This thematic report from the Ministry of Energy Transition analyses the impacts of the anti-inflation measures of the tariff shield for gas and electricity, the pump discount on fuel and the exceptional energy cheque at the end of 2021.

4 – Analytical framework for financing ecological planning

This provisional document from the General Secretariat for Ecological Planning (SGPE) proposes an analytical grid based on two criteria: the cost-effectiveness or economic viability of the measures on the one hand, and the capacity of the actors concerned to act on the other. The various decarbonisation levers provided for in the ecological planning have been scrutinised using this grid.

5 - The economic impact of climate action

This report summarises the lessons learned from the mission entrusted to Jean Pisani-Ferry with the aim of improving understanding of the macroeconomic impacts of the climate transition.
