Slime is a CEE programme run by the Cler network since 2013, and aimed at local authorities to combat energy poverty. How does it work? Why and how can it be implemented in your area?

The Slime programme aims to increase the identification, referral and support of households in energy poverty.
It is aimed at all households, regardless of their occupancy status. The identification methods are part of an ‘outreach’ approach, which makes it possible, in particular, to identify households that are still poorly targeted by traditional social action or housing improvement schemes.
It relies on the power of households to act by establishing a relationship of trust and enabling them to take control of energy issues in their homes.
The Slime programme intervention methodology is designed at the national level by the Cler network. It is then deployed locally in schemes piloted by local authorities. The implementation of the Slime methodology by a local authority is co-financed by the EEC mechanism.
