Regional participatory scheme on the Ecological Transition

Régions de France publishes the first collection of participatory schemes undertaken by the Regions in favour of the ecological transition. After the publication of the green budget methodology and the survey on the Regions’ innovative actions for the ecological transition, this new collection illustrates how the Regions are developing projects by involving and associating stakeholders, in particular citizens, so that they are the carriers and actors of change and thus make transitions a success. Here is an example from the Centre-Val de Loire region

Context

The « Ma Région 100% Education » scheme is a call for projects to financially support public and private high schools in implementing educational projects outside the school curriculum. Educational actions are not part of the regions’ compulsory competences, but the elected representatives of the Centre-Val de Loire are keen to support the high schools in this important area to make high school students the citizens of tomorrow.

This call for projects is divided into different themes:

Each year, the Region proposes flagship subjects that are important in regional policy, as is the case for sustainable development, which we have been proposing as a working area since 2018. The schools are invited to give a « green » colouring to their projects, in particular as an echo to the Regional COP launched in 2019.

Objectives

To stimulate educational projects in voluntary establishments To allow a maximum number of young people to benefit from an experience on different themes (mobility, health, citizenship, participative living environment).

The stakeholders

Methods of implementation

High school students apply for a grant in school year N, then the Region’s services vote on their application for the allocation of this grant in school year N+1. The grant is paid into the account of the applicant students’ association or into the account of the school (when the association does not have an account or in special cases). Then the project leaders have full autonomy to implement their actions. They have 2 school years to use the grant. At the end of these 2 years, a financial and pedagogical report is required to close the file. Elements of valorization are also expected to allow communication on past projects.
